Planning and Development

The Planning and Development Office facilitates the formulation of the University’s strategic plan and disseminates the same to the stakeholders.  The University strategic plan serves as the guide post for each functional area in crafting priority programs, projects and activities (PPAs) for a particular fiscal year.  Likewise, the Office is responsible of setting the annual physical targets of the university in consultation with the unit heads. Moreover, the office takes charge in the formulation and updating of the Public Investment Plan and Three-Year Rolling Infrastructure Program of the University. .

Likewise, to conduct management and operations audit of the university functions, programs, projects, and activities with their mandates, policies, government regulations, established objectives, systems, procedures/processes and contractual obligations. It is also in charge to review and appraise systems and procedures, organizational structures, and the administrative, financial, and management practices, records and reports, including performance standards of the university.

Finally, the office is also responsible to analyze and evaluate internal control deficiencies, conduct root cause analysis in cases when controls are weak and recommend realistic courses of action (DBM CL 2023-14).

  1. Oversee the Planning and Development Office in maintaining and updating the strategic plans (short, medium and long term) action plans, as needed, as well as other related records (physical performance, etc) of the University;
  2. Manage all planning activities of the different campuses, colleges, schools and service units of the University through the Planning Officer III and the Planning and Development Chairs of the campuses/colleges/schools;
  3. Finalize and approve strategies in preparing and evaluating University plans and programs for endorsement to the Vice Presidents and University President for the approval of the Board of Regents;
  4. Ensure the overall implementation of and adherence to the quality policy, standards and prescribed processes and guidelines in plan implementation and compliance thereof;
  5. Supervise coordination with the heads of different service units in the development, implementation and monitoring of the plans;
  6. Verify and finalize the gathered necessary data and consolidate reports needed by the University;
  7. Ensure timely sending of reports through a smooth information flow, in keeping with achieving the goals of the plan;
  8. Inform and update the University Officials of new and emerging policy, knowledge and information which may affect plan implementation; and
  9. Perform other duties as may be assigned by the President of the Board of Regents.
